Adds .gitea/workflows/ci.yml: on push to main and on pull requests, run go vet ./... then go test ./... in a golang:1.25-alpine container. No build step or services — this is a pure library.

Separately I've opened #1 with test-improvement feedback for this package (notes only, no code).
